The Assets being estimated at only $1,200,000, it will evidently be necessary to raise money on loan for the completion of the Sanitary Works, but as the whole of these works cannot be undertaken at once the available balances will probably be sufficient for the purposes of next year and possibly of 1885,-and it will be unnecessary to raise money on loan until it is required. In the meantime it is suggested that all sums that may be voted by the Council for Sanitary Works should be advanced out of balances, to be returned as soon as a loan has been effected. The balances would then remain affected to the payment of Tytam Water Works (which were to be defrayed from Special Fund, now included in such balances), of the new Schools and Gaol and other Public Works not of an extraordinary nature, such as those recommended by Mr. CHADWICK's report.

The Committee consider all the 4 proposed works to be of vital importance, and recommend that the sums required should be voted.

The Committee also approve the proposal of the Auditor General that all these works should be charged against a loan, to be effected hereafter when the reserved balances have been expended; and that in the meantime the necessary sums should be advanced from balances to be refunded from the loan when effected.

Roads, Streets, and Bridges.

(3). Read:-Letter No. 117 of the 6th instant, from the Surveyor General, recommending the payment to the Peninsular and Oriental Steam Navigation Company of a sum of $800 estimated cost of the construction of a pier in the room of the old pier which cost about $2,500, and which it was found necessary to remove in 1878 when constructing the Praya Wall.

The Committee considering the claim to be equitable and the amount mentioned reasonable, recommend that the same be voted.

OTHER MATTERS.

(4). Read:-A Memorandum of the Governor proposing to raise the pay of European Police Constables from $40 to $45 per month in exchange for the privilege which they have hitherto enjoyed of remitting half their pay to England at 4s. 2d. per dollar.

The Committee concur in His Excellency's recommendations, and remark that on several occasions they have had to deal with claims based upon the assertion that the value of the dollar has not been sufficiently explained to persons who have been engaged in England for service in this Colony, and they recommend that care should be taken in explaining this value in future engagements.

(5). Read:-Secretary of State's Despatch No. 18 of the 18th January last, together with its enclosures, on the subject of a proposal that this Colony should contribute a larger sum to make good the loss caused to the Imperial Government by the Postal contract now in force.
